THE TEN MILLION POUND TEAM

IT HAD to come. Peter Walker, the Secretary of State for the Environment, hos taken the first steps towards setting up a real-life Doomwatch. Walker's Dr. Quist in the fight against pollution end traffic congestion is Dennis John Lyons, inevitably known as
Joe. He is to be Director-General of Research, controlling a staff of 3,000 scientists with budget £10,000,000.
Lyons, 54, an engineer, will get £9,000 a year.
He has seven children. Which, he says, creates a personal environmental problem.
